Pakistan Govt authorizes Provinces, AJK to deal upto 50MW Power Projects

ISLAMABAD: The Federal government has given complete authority to provincial governments and AJK to deal with upto 50MW power projects in their respective areas as part of the power policy.

A Ministry of Water and Power communiqué said Thursday that all the four provinces and AJK will manage investments for upto 50MW power projects.

For projects above 50MW, the provinces and AJK will be the main drivers and catalysts for marketing and coordinating projects with the Private Power and Infrastructure Board (PPIB).

Small Power Plants

Small power plants upto 50MW capacity will be implemented through a one-window facility available at the provincial/AJK level. All the four provinces will be allowed to develop projects upto 50MW under this policy.

Fiscal incentives under the newly Power Policy will also be available for these projects. For small power plants intending to serve locations not connected or not likely to be connected to the national grid in the foreseeable future, the provinces/AJK and respective agencies in these areas will not be required to follow this policy strictly.

Projects with Previous Policies

The projects approved under previous policies will be governed by the terms and conditions stipulated therein.

Power Policy

Highlighting various aspects of the policy, credible sources said that the scope of the Power Policy covers private sector projects, public sector projects, public-private partnership projects and projects developed by the public sector.

To facilitate coordination among various agencies and to help PPIB in taking timely decisions on various issues while implementing power projects, a committee under the Secretary Water and Power has been set up.

PPIB will provide a one-window facility for implementation of projects above 50MW capacity. Presently, the combined generation capacity available in the public and private sector is sufficient to meet the future power demand upto the year 2004-2005. However, it would require augmentation during subsequent years.
